As far as I can tell from what I have read, the Xbox 360 is simply not capable of producing content at 30fps at a native resolution of 1080p. Heck, they only just announced the thing will upscale to 1080p. For comparison, the original Xbox renders Halo 1 content at (around) 30fps, and struggled to do that well at times. The 360 upscales Halo and Halo 2 to 720p, but as far as anyone outside Bungie knows, all its doing is upscaling-- it is not rendering a larger framebuffer. To jump from 480p to 1080p at the same framerate and level of detail is completely unrealistic, and likely impossible. That resolution isn't even considered appropriate for fast-moving content like sports by the broadcasting industry, but only for cinema and documentaries. The HD broadcasters that are focusing on sports content are standardizing on 720p, and everything Microsoft has said about the Xbox 360 and HD resolutions indicates they think that 720p is the "sweet spot" for HD content, especially gaming. I'll go way out on a limb here and say that 720p is the *maximum native resolution* that will be supported by Halo 3 on the Xbox 360.
