Ohhhh...I just thought of something. What if Truth is a forerunner? He escapes Halos destruction in the Ark(after all the Noah was protected from his flood in his ark) and he then breaks down with a type of amnesia, but he still has all these memories of him and his people, which he believes are somewhat of gods, the Forerunners. This theory goes along with what we believe to be the Halos purpose. Maybe from what Truth learns from Halos and certain artifacts taken from human stuff, he realized the actuall truth, that he is forerunner and gets on the Ark. He still commands Tarturus to activate the rings, because he learns his true past and knows the true destrcutive force of the Flood, and the force that needs to be used to stop it.....
