He didn't say it wasn't on Earth, he said it wasn't Earth. Big difference. :)

That looked a bit like a techno Stonehenge to me. Hundreds of thousands of years of decay, possibly? I always assumed the Human Race had help, what with Easter Island and all... But I still don't believe it was Forerunner help, that's too obvious.
