I don't think you unlock the Arbiter's Armor.

Yeah, I've had time to think about that. The Arbiter and Chief are, in a sense, one in the same. If you allow others to play online as the Arbiter (more than one), then I think that character would lose all of that which makes him unique. That's not a good thing. I don't think he's an unlockable character for that reason.
