I asked Bungie this question at E3. The answer, then, was "no". I was then asked, "from a multiplayer standpoint, why would you want it to?" (be indestructible, that is) I couldn't think of an answer then (other than the obvious "warthog launch" antics), and I never really dwelled upon it. As for rocket-locking, I think it adds to the dimension of the game. And no, just because it tracks, doesn't mean it will hit the mark 100% of the time.
