Alternatively, one could lay out various zones that would have lots of randomly placed small stuff. One would do various tricks to get realistic sorts of spreads. For example, if one wants a map with lots of sagebrush, one ought to avoid having the sagebrush bushes too close together. One way would be to give each bush an exclusion zone around it that no other bush may be in; trial positions for new bushes would then be generated randomly, and these bushes would be "planted" only if those positions were outside the exclusion zones of existing bushes. Such a scheme may require dividing a surface up into sectors, in order to speed up testing for exclusion (bushes away from neighboring sectors can be ignored), but I suspect that the Halo engine will do something similar anyway, for similar reasons.
