The thing is, it's not really rampant speculation. From day one, all the press has mentioned Halo's levelnessness and seamlessness. (Admittedly this isn't really the same thing as saying "an entire world to explore." The content filter on my internet connection at work forbids me from investigating the exact wording of most of the early stories on other gaming sites.)

I suspect the problem was as much practical as it was technical. If they've really got seamless loading like EVERY SINGLE story has said from the beginning, you wouldn't have to render the entire ring, just progressively load parts of the ring as you come to it. The obstacles are, one, you can't hold all that data on a cd, two, it would take years to manually create that much content, and three, the player very well might get lost or get bored in the vast uninhabited stretches of the Halo.
