I may be wrong, but I think someone reported that the battle involving the PoA at Sol is the first time humans and the Covenant have engaged in direct combat. Before that, their only interactions were when the Covenant surprised and destroyed human colonies, which while not defenseless would certainly be weaker than the Sol navy. If this is true then the other fact that the *entire* battlefleet diverts to follow the PoA would imply that both fights involved a Covenant fleet of identical size. Unless I misunderstand several things in your post...
