Picking up on my last post, there are some interesting additional possibilities. For example, what if the Jjaro long ago befriended a curious race known as the W'rcancntr? They established trade with them and shared technology, including the knowledge that could allow them to remake the universe for their own purposes. After the W'rcancntr used this knowledge for evil purposes and killed the Pthia, the Jjaro were forced to do everthing in their power to stop the W'rcancntr, trapping what was left of them in Lh'owon's sun. Needless to say, the Jjaro vowed never again to let this knowledge be used by anyone else until they were ready, even if it meant destroying them. How would the Jjaro know that they were ready? Only if they had become advanced enough to figure out how to contact the Jjaro. This would have made life simple for the Jjaro after they left the galaxy to pursue better things - leave behind AIs programmed to maintain the balance between opposing factions and to destroy anyone who develops the knowledge that the W'rcancntr had.
