It doesn't say they were created then, just that they were around then, in "primordial space".
For beings that have transcended the bounds of space and time, being around at the dawn of time doesn't require having been created then. They could come into existence whenever, and then reach back to the dawn of time.
... maybe only to be very unhappy that a bunch of other similar beings from various futures have done likewise and have different plans for how to reshape the cosmos from the beginning, differences which... make waves...
