That was my second guess. I was just thinking 100th's because, I shit you not, I remembered this one flash game from when I was in elementary school that had a countdown timer, and I'm pretty sure that its smallest units of time were measured in hundredths, and I back then I identified them as milliseconds.
But so yeah, that'd be.... 2 tenths of a second of lag? Noticeable, but in Minecraft I don't imagine it'll cause many problems.
