Networks don't have addresses, like 'irc.freenode.net' or 'irc.bungie.org'. I'm not sure how servers in one network address the network, but they have simple names like "EFnet" or "DALnet". Things with addresses like those above are most definitely servers, which may or may not be a part of any network (and in doing so would be like a one-server network of their own).
