"Strong" AI is actually an AI term for more intelligent. The current holy grail of AI is strong AI that isn't developed for one particular task. Deep Blue was freaking smart... at chess. He couldn't tell you jack about recognizing faces.

All that being said, with my limited knowledge of Halo, Cortana doesn't seem to be in the same league as Durandal. Durandal is a manipulator. He doesn't actually do much other than get other things to do what he wants. And randomly teleport unsuspecting cyborgs.

Durandal's ability is that of control.
