The missing step in his statement is that the monitor encountered in Halo 2 is 2401 Penitent Tangent, and he's the monitor of installation 05. 2401 = 343 x 7. (And, of course, 343 = 7 x 7 x 7.) 343GS was the monitor of installation 04. So the speculation runs that monitors' numbers are derived by 7 ^ (Installation # - 1), and thus are 1, 7, 49, 343, 2401, 16807, and 117649. The proof will come if another Monitor is encountered and his number matches the formula.
I too don't get the relation of phi to 7.
-- Steve also notes that it's easy to find 7s when looking for them... but some of the 7s have indeed been planted.
