What you don't seem to realize is that Φ is a transcendental number, meaning among other things that it has an infinite number of non-repeating digits in its decimal approximation.
If I were to make a guess, I'd say that if you were to pick random approximations for Φ, about 1/10 of them would have a 'reduced' value of seven.
You're grasping at things that aren't there. :/
