Yeah, always wondered about that too. I wonder... maybe the S'pht wore robes even back in olden times? And the "naked" S'pht we see in terminals are just like shirtless slaves everywhere... stripped of their possessions and tortured by their slavers. The cloaks could just be clothing to the S'pht, and not an inherant part of their cybernetics.
