I always thought that the big compiler was actually a mural or some sort created by the S'pht. Of course its a post-enslavement compiler (due to the robe), but that might have just been artistic lisence on Craig Mullins' part.
Okay, I take that back. Everything in the Marathon universe was planned to the nth degree by Bungie. Therefore, it was either done by a rogue compiler after the invasion, or its part of a pictographic Jjaro prophecy. See, the robe represents enslavement at the hands of the Pfhor, but the vaguely transcendent appearance of the image gives the promise of freedom at the hands of the Mjolnir.
