Well, I'd imagine they don't look exactly like the S'pht Compilers the Pfhor use, but there are certainly other S'pht'Kr that aren't in powered battle armor. If my hypothesis is right about the Citadel chapter screen, and ancient S'pht wore similar robes, I'd imagine that the civilian S'pht'Kr might still wear robes of some sort.
