Basically, there's a program called HFVExplorer that can read the data files from the CD. Same with M2, but not M1.

You can also try to set up Basilisk II (a Mac emulator), but that takes a lot more work.

No Windows version of Forge, unfortunately. There's Obed, but as far as I know your best option is to get a Mac.
