Correct. The dream levels are not just there for convenient storytelling but also for convenient gameplay mechanics, so you can start off appropriately armed from any chapter. I realized when I went to this multi-part release that a lot of people might not WANT to replay the revised earlier levels (at least not yet), and may want to just jump straight in to the next chapter. Hence the weapons in dreams.
