You'll recall from one of Leela's terminals that Enforces don't shoot on humans, only other Pfhor (and cyborg humans, apparently). This being the case, the crowd control feature would be for keeping other slavers in line, not the slaves.

If the Pfhor had wanted to design a weapon that had the dual purpose of assault and crowd control, it's possible that the M1 variant of the weapon was either an early endeavor at this or a cheaper one.

Once humanity and then the S'Pht rose against the Pfhor, it was probably decided that, due to the number of Enforcers in the field, it made sense to expand their role to be soldiers/officers instead of just gun-toting babysitters. Their weapon was therefore redesigned to be weilded by non-enforcers (though we never see this)and given two trigger settings; to become an actual battle rifle.

What I don't understand is why the projectile speed is reduced, it seems functionally counter-productive...
