In Response To: Re: enforcer descpancies explained? (Cheerful)

: I like to think that the slow speed of the second Enforcer weapon was
: actually due to a bureaucratic error in Pfhor R&D. A wasp fell into the
: machinery and as a result the hapless official acidentally typed
: "lr'heh gnom" (decrease speed) instead of "lr'heh tir"
: (increase speed).

Perhaps not a bureaucratic error, but an 'update in the terrorfactor'.
[So Enforcer Zi'lch, you went to the rampaging slaves and used the anticrowd-controlldevice?]
[Enthusiastic bobbing of head]
[Please explain why the whole working slaveclass of that planet is now a steaming heap of charred spots?]
[err.. gobbledigobgok?]
[Sorry? You said they're too slow?]

I imaging a crowd will disperse more quickly if it has a chance to do so, and a wide spread of slowly advancing bolts of hotplasmafire could help with that, instead of instant incineration.
