I like to think that the slow speed of the second Enforcer weapon was actually due to a bureaucratic error in Pfhor R&D. A wasp fell into the machinery and as a result the hapless official acidentally typed "lr'heh gnom" (decrease speed) instead of "lr'heh tir" (increase speed).
