One is that the artists at Bungie realized that the M1 Pfhor looked like cartoon drunks, or like they're wearing a big red clown nose. But that's a little too obvious.

The more appropriate X-Files/Story Page answer would be that the Pfhor garrison on L'hwon was made up of inferior specimens, high-eyed Pfhor that were looked down upon and despised by the low-eyed Pfhor elites who attacked the Marathon. Obviously the high-eyed losers would all be shuttled off to frontier outposts so the low-eyed, "pure" Pfhor didn't have to look at them and their freakish forehead optics.

: This has probably been said before but why do the pfhor in M1 Have their
: third eye on the bottom and in M2 and Mi they have it on the top?
