Then who beat up the Enforcers!?

And with the 2nd theory, I remember reading in the Scrapbook that the Pfhor had a tendency to mutate (and they planned to add these mutated Pfhor into the game, but never did). So something small like the moving of an eye isn't that hard for them to justify = )
