But I didn't need the dev notes to tell me that. The first time I played Marathon 2, I thought "oh, these must be human slaves." It's pretty obvious. All the cybernetic junk was done to give the pfhor more control of them like they did with the S'pht. But 17 years is a short time to make the Tau Ceti and Marathon civilians into those.
