Earlier on that same level (1st terminal on that page):

genealogical standards the different Aliens belong to
different species.

Also, that bit about the Enforcers keeping the other Pfhor in line is what made me think of this.

Also also, just because TFear is an admiral doesn't mean his people (who appear Fighter-like) are the top ranks of the Pfhor. The Elites have admirals too. (Granted, a Prophet would never sink so low as to be a mere field commander as Enforcers appear to be).
