I can't give an explicit no or a yes because we haven't really thought about this at all, and I'm not the person who would make the decision anyway. There are a lot of things we could be directing our efforts to at this point, and while network maps would be really cool they may not end up the highest priority.
Honestly, if it was up to me, I'd want to sift through the past ten years of map development and pick out the ones that are absolute classics. No offense to the skilled mapmakers working right now, but a proven map must have a certain something that would make it a better fit for a platform where modification is so very difficult and time-consuming. A map that's already stood the test of time is likely to continue to do so, and given that no matter what there will be relatively little XBLA content compared to the community output as a whole, we have to try as hard as we can to select the very best of the very best that the most people will enjoy.
But as before, it's not up to me.
