Modern assault rifle bullets do tumble, but there's usually less breakup. The idea of the flechette is really about taking an established principle to a new level of messiness.
And yes, a submachine gun firing flechettes by way of discarding sabots is still a submachine gun, just as an M79 firing flechettes (or .22 bullets) from a canister is still a grenade launcher.
