The caseless weapon was the G11, which didn't fire flechettes and can't fire underwater. You're confusing it with the P11, a battery-fired five-barreled pistol, also made by H&K, that's built specifically for underwater use: it doesn't do much good above water because the long thin round tends to tumble in air and is easily deflected.
No military, so far as I know, has ever used explosive-tip flechette rounds; first, it violates international law and second, it defeats the whole point of using flechettes in the first place.
And the KKV-7 uses cased ammo.
