: New Layer.
: Fill with green.
: Set transfer mode to "color".

: Filter->Noise->Add Noise. Fiddle to your liking.
: Set transfer mode to "overlay". Maybe fiddle with transparency.

: Fill with black.
: Pick horizontal-row tool.
: Click-and-drag to the top of the screen. Delete, nudge down two rows, delete,
: etc etc etc.
: (Alternately, delete two rows, skip two, delete two, etc).
: Play with transparency to your liking. Possibly also try transfer mode of
: "overlay".

: That should do it. You might also want to play with the brightness/contrast
: of the original image.
