It's a lot easier to mention the maps that Chris didn't make in Rubicon, as he did the vast majority of the work and tweaked everything else. The maps not done by Chris include:

Jeff Schwartz (aka DOA)
Honk if you're an underpaid Cyborg
Five Finger Discount

Tim Thomas
Hex Level 73
Beg, Borrow and Steal

Chris Wondra
People under the stairs
Prize Payment Schedule
Just a little further
iwannavacuum

Of the above levels, I think substantial credit has to be given to DOA for 2 outstanding levels, and Tim Thomas' 2 levels are among my absolute favorites, although most people seem to revile these levels - the stacking of layers upon layers makes map view useless.

Everything else is pure Chris, and among them are some really exceptional levels - Frog Blasting/Blasted Frogs, Exit Leads In and Wading in/Drinking Vitriol to name a few. Chris considers Hell Pfhor You to be his absolute best level, and I also would list it among my favorites. Yes, it's horrendously difficult, but Chris provides an out - a secret path that makes the level beatable by any good player. Chris' imagination and his use of asymmetric designs leads to some really outstanding gameplay, and his texturing and monster placement are supurb, subject to the limitations already mentioned. He may not be an innovator, but his work is first rate.

The last time we had this discussion (it's come up many times in the forum), I also mentioned FM as perhaps the best overall. Unfortunately, his arrogance which is evident in his secret terminals and in his postings on Fireball have brought him down a notch or two in my mind. Chris, on the other hand, is very approachable if not entirely modest. Still, if you're talking about innovation, FM is the absolute star.
