Well they ain't called infection forms for nothing... but anyway, it doesn't have to be a disease, you can have an outbreak of parasites or locust or insects of other kinds, all it means is that the population and spread of the Flood is beyond what can be controlled naturally or by normal means. In other words, you need to have a quarantine zone to prevent the outbreak from spreading any further or as quickly. So in this case, it is an outbreak of parasites, not a disease (although parasites can carry a disease... hmmm, I need to think about that one). : If 343GS means breaking out of confinement, then this may refer to the

Seeing how the Covenant Battlenet was in such a mess, it could have been a combination of panic and something like the mentality of a Roman commander. Basically, no one wanted to give the order to destroy Halo because of its religious significance and more importantly, no one wanted to be the one to give the order and then have to tell the Prophets what he/she did.
