No, although that isn't a bad idea. I'm saying that Halo might have been used to study the Flood in an attempt to find a way to detect the dormant Flood. To build some super-scanner. The Forerunners may have stopped the Flood but having no way to effectively detect the dormant Flood, the Forerunner war against the Flood was at a stand still. What do you do if you have a small colony on a planet and you don't know if that planet is infected by sleeping Flood? Do you risk that someday some colonist will be digging too deep in the wrong place and suddenly there is another Flood outbreak as a result? Or do you evacuate all your planets and glass them. The later may have been the plan -- that is the Forerunners may have planned to evacuate all the planets and place the people on Halos while warships went around glassing everything (remember that the Halo weapon does NOT kill the Flood for some reason, perhaps it doesn't detect the Flood or affect things that could be buried deep underground). So with plan in place to evaculate planets, perhaps that is when a Flood outbreak surged and killed off the Forerunners effectively because Halo's weapon had to be used to kill all the Flood food (including the Forerunners). The Covenant, having read some of the Forerunner "divine" plan are just continuing the work by glassing planets -- not knowing exactly why or what really started the whole practice in the first place. We also don't know if the ability to detect an organism plays into the effectiveness of the Halo weapon (it's not a cudgel you know). If dormant Flood cannot be detected easily, perhaps Halo's weapon can't lock onto it and do what it does to kill it? : Or that, if true, 343GS has just been cut off from any outside source of info
