I really believe sufficient biomass has to deal with size and intelligence. As I have said once before, if something is too small, then it cannot perform correctly in Warrior Mode, and cannot become big enough to turn into Flood Carriers. If something is big enough to sustain the Flood, but is too slow/not smart, it is turned into Carrier Flood. The only drawback here is that I believe the Hunter's "shell" of armor was too constricting for the Flood Carrier's nest to expand for optimum efficiency. In which case, Hunters were merely a feast for the Flood to keep them alive rather than put through any mutative state. Grunts, close to the same size as children, are not big enough to provide sufficient biomass for the Flood, but they were enough to sustain the Flood.

With these thoughts presented, I really think that Halo wipes out all living life except plants, which are not enough to sustain the Flood, and also do not have enough biomass or intelligence to warrant mutation.
