For the cutscene they want extra-high definition models; and for reasons of economy (either economy of effort or of storage), they decided to stick with an AR. : In some cases it might be kind of an artistic choice, like what the Chief : does with his AR in the cutscene in the middle of 343 Guilty Spark I forget what he does. Some kind of balancing trick was it? : (I'd be fine with that being : whatever weapon the player had before but I can see the appeal of making : an iconic moment and not having people who make figures have to do a bunch : of different versions). Well, they wouldn't have to do different versions, nor would you expect them too. Personally I favour continuity over other concerns. Whenever I see him with the wrong weapon, it's anomalous and it means the cutscene is doing a poor job of meshing with the gameplay. And if developers want their games to be more cinematic, they jolly well better pay attention to continuity errors.
