Compare Halsey's face in the opening cutscene to the cutscene models on, say, the bridge of the Infinity. The former is much higher quality. It is true that Halo 4 has a larger separation than usual in the series between regular gameplay graphics and cutscene graphics, though. Especially when cutscenes take place in small rooms. The cutscenes always have really high-quality self-shadowing going on, and I would guess that the animation system is given significantly more horsepower per object. But it's not hard to tell they aren't pre-rendered. Just look at the image quality. The pre-rendered stuff was probably rendered at some ridiculously high resolution and then scaled down to yield an extremely clean, stable image. The in-engine visuals obviously can't do that, so the antialiasing is just a cheap FXAA pass. Start a new campaign run, and try to see shimmering in the image during the opening pre-rendered scene. Then look carefully at the FUD when it first transitions into view. Every thin line of the surface of that thing is shimmering and stairstepping just as much as you'd expect from an image rendered natively at 720p.
