True he was blamed for it, but it's possible that he's being accused of not following the Autumn closely enough to prevent it from landing. He still bears reponsibility without even being in the vicinity at the time perhaps. We don't know precisely when he arrived. He was likely the highest Covenant authority there, with the exception of the Minor Prophet.
