HOWEVER... if you look at the Halo 2 cutscene where Arby is sentenced to death, it seems to imply that his forces where right there (either waiting for or directly behind the PoA). If the Supreme Commander came later, he couldn't be the Arbiter. The Arbiter was punished because he was right there (when Truth asked if he was blinded and he said no and Truth asked why he didn't do anything if he could see the PoA right there *gasps for air*) when the PoA took to crash-landing on Halo, but couldn't do anything to stop it. The Supreme Commander would never have had the chance to even SEE the PoA and thus couldn't be the Arbiter. So, like I said, 'Fulsamee is the Arbiter. Maybe not the Supreme Commander (as I said in my previous post- probably in error), but now he's even MORE powerful (leader of his species and whatnot).
