: Arbiter Orna 'Fulsamee, legitimate leader of the Sangheili people during
: these troubled times and former Supreme Commander of the Fleet of
: Particular Justice! Gah, what a title. I'd say, just address me as
: Excellency. Fewer words.
: While Arby's name has not been confirmed as such, it's probably because
: Bungie has not seen it necessary to do. It's so obvious that we shouldn't
: be arguing in the first place.
Except that Fulsamee is only a ship commander. It never says anywhere that he commands more than his ship. In the Flood, he orders his crew to fire, revokes the order, and orders for boarders, but never for anyone else.
