Yes, Sub-Commander Kusovai is Half-Jaw's second. With the knowledge we have of Sangheili names, Kusovai's name is either one that is so old that it came about before the custom of adding the -ee suffix to a warrior's name came along *gasps for air* OR it means that he is the first in his bloodline to fight and everyone that carries his last name from now until the ends of time will bee known as 'Kusovee or something very similar. I didn't keep very good track of who got gutted by the Flood in that story, but I'm pretty sure he died. So i don't think we'll be coming across any 'Kusomees with any relation to him, if you know what I mean.

Commander Rtas 'Vadumee (a.k.a. Half-Jaw after what happened on his fateful mission on the Infinite Succor) is indeed head of Special Ops. Have you ever noticed that he seems very quiet and morose?

And the Supreme Commander of the Covenant fleet at Halo (the Fleet of Particular Justive, to be exact) is the Sangheili that later becomes our beloved Arby. In the first trio of novels, Orna 'Fulsamee IS the fleet's supreme commander's name. I don't see why everyone finds it so difficult to use logic and thus realize that if the supreme commander (in the novels) is named Orna 'Fulsamee, the Arbiter (in Halo 2) is the supreme commander of the fleet, and the supreme commander (in the HGN) is wearing a very snazzy cape, then they the must all be the same person! He is Arbiter Orna 'Fulsamee, legitimate leader of the Sangheili people during these troubled times and former Supreme Commander of the Fleet of Particular Justice! Gah, what a title. I'd say, just address me as Excellency. Fewer words.

While Arby's name has not been confirmed as such, it's probably because Bungie has not seen it necessary to do. It's so obvious that we shouldn't be arguing in the first place.
