That doesn't mean he has a higher rank than being in command of his own ship; he sees an enemy ship in his territory, he opens fire on it without really asking any questions. His orders get countermanded, so he then orders his own troops on his own ship to board the human vessel. : That seems to be an awful lot for a mere Ship Master (in pure rank terms) to : do on his own initiative. It depends on who he is ordering here, and more importantly, what a Ship Master is or is not authorized to do in combat. We don't even know what standing orders he has; 'Fulsamee could have standing orders to destroy any human ships he makes contact with. And again, we really don't have a clue as to what a Ship master is authorized to do; he could be allowed to make his own decisions in combat unless countermanded by a superior, for example. : You're right that his ship is described as a : Destroyer, but that doesn't strictly mean it isn't a (or the) flagship. Covenant flagships are a class all their own, however, and the Ossonna makes a note that Keyes, a Captain, apparently holds a rank similar to Ship Master, which would indicate that Ship Master is equivilant to Captain.
