You got all the ranks correct, but I don't think Fulsamme is the Arbiter. They do refer to the Supreme Commander/Arbiter as "the" Supreme Commander, but they don't name him. I'll check The Flood for the part with Fulsamme (that is where you got that from, right) to see again.
