Tartarus as a character is who he is because of the story. Tartarus as an opponent with arbitrary strengths and vulnerabilities is what he is to create a gameplay experience that met Bungie's requirements. The degree to which those things mesh properly-- as you say, so much the better. Which just means I'm suggesting that in this case, it didn't mesh quite as well as the earlier encounters did, and also not as well as the overall story/gameplay experience did in Halo 1, which lacked any such unique encounters (the Maw run possibly excepted).
