Yes... But I think there's more to it then that...
English is a very expressive language. You can say things there that you can't say anywhere else (well, this is true for almost any language, but especially true with English). Not to say that it's terribly structured, but it allows you to have all kinds of meaning in your writing or speech impossible in a lot of other places.
