As far as I understand, yes. That's the behavior we see. It's easy to spot on, say, Neither High Nor Low. If you play that level after finishing the one prior, the big room off to the east from the start position has AR and fusion pistol spawns on the raised columns, and an AR at the top of the stairs to the west of the start position just beyond the recharger. When we vid start that level, none of those weapons spawn. We were going to try and use the beta version and just play an extra level or two before the one we want to record, but we've had sync problems doing that, although those might be due to the use of Irons' co-op script, which works fine with the stable versions.
