I expect it was probably some kind of dual-purpose mechanism; a way to use models already in the level for generating debris, and the player movements would create an appropriate amount of randomization without writing any special algorithm for it. That part's a guess on my part, though, but it seems to fit some of the other bugs-- like the "freezing on top of Halo during the blue beam" bit.
