Like I think those underground passageways in : the Library were described as Sentinel passageways in The Flood. And those : are more or less the same as the corridors you go through in : "Reclaimer" right before meeting the Librarian. I would guess (or at least make the excuse) that the rooms and corridors were sized to the heights of the forerunner rates that used them the most. Not all forerunner were huge like him. Just the ones that had gone through multiple mutations, and I think that had something to do with rank. The areas where the high ranking officials would go, like the control rooms, are much larger and have larger doorways to accommodate them.
