I believe they used the term to describe this, IaaS or Infrastructure as a Service. It's the future of computing, that's why so many sites use it: netflix, amazon, foursquare, reddit, etc. Those sites use amazon ACS which is Azure's competitors. Basically what you're doing with IaaS is turning hardware which is something that's normally a fixed capital expense (x amount of servers, storage, etc) and making it a subscription service (pay for what you need as you need it). This system dynamically increases resources (networking, servers, storage) as you need it.

This is one of MS' datacenters near where I live. This hosts all kinds of MS cloud services like Office 365, Exchange online, and Windows Azure certainly takes up some of this. They have many of these worldwide and the applications can move from site to site as necessary.

To over simplify it, imagine you only use a very high-end graphics card 4 hours a month, the rest of the time you just browse the internet and only need integrated graphics. This is almost like increasing and "renting" the very expensive $1500 graphics card only when you need it during those 4 hours.
