This was a depressing read, maybe you didn't mean it to read like that.

But while the install base of Xbox in Japan is small, they are passionate about it. It's the premier platform for shooters, for example (all Cave games are Xbox exclusive in Japan!). Is it so hard to imagine that there are passionate Japanese Halo fans, just like there are passionate fans of Japanese games in Kentucky? If you're curious, Halo has had a prominent presence on the Japanese dashboard all summer (I have a JP Xbox & JP Silver account).

As for the voice actors, it's really hard to respond to that other than to say I think your assumptions in general are incorrect, to the extent you're tying "must be a blockbuster" to "getting good voice actors." The VA market in Japan is far more developed & well regarded than in the US.
